PRINTQUEST FBI CERTIFICATIONTHE FIRST LOW COST AFIS AND APIS SYSTEM WITH FBI CERTIFIED “SCANNER/ SCANNING SOFTWARE” FOR TEN-PRINT ENTRY (500 dpi) AND LATENT ENTRY (1000 dpi) The software and hardware used for Scanning and Compressing images of Tenprint cards AND Latents must be certified to be able to send your data to the FBI (AFIS) or to the state AFIS systems. Some companies may offer EFTS interchange format, but if the data within the EFTS file was captured with poor quality equipment/software, then files prepared with such AFIS Systems are not FBI compatible and not interchangeable with other Afis Systems. Many low cost scanners are NOT certifiable. Our company is the only company offering a low cost AFIS/APIS with FBI Certified Scanner (Appendix F) for BOTH tenprint card scanning(500 dpi) and latent scanning (1000dpi). We did not just start selling equipment ignoring FBI guidelines and rules. We picked the right Scanner (capable of meeting the tough 1000 dpi latent print scanning resolution requirement) and certified the hardware/software scanning module. All PrintQuest AFIS/APIS Systems are delivered with FBI Certified Scanners and FBI Certified WSQ Compression techniques. EFTS Format input and output functions are included for interchange of data with other brands and IAFIS. Carefully check what equipment comes from other vendors Do you want to spend 6 months to 2 years of effort put in creating a database of tenprints and latents to find out later that all this data is NOT qualified for search in other State or Federal Afis systems? Get FULL control over your database, your processes: If a case is critical for you, you may want to spend a lot of time on it, and resubmit the same latent with various minutiae configurations until you get the hit you wait for... Do you think the state AFIS operator will have time to dedicate so much effort for your case ? Assign the priorities YOURSELF for all your searches, get immediate results. PrintQuest is also a powerful tool for case presentation. Process even the poor quality latents which State Afis often refuses (They have stricter conditions based on the large size of their database). Solve more cases ! Review as many candidates as you wish in the list offered by PrintQuest. Do you know how many candidates the state AFIS operators go through... Solve more cases. Enter all cards you wish to enter, from any crime level, from YOUR local area, and get that highly accurate database for your town or county. Nothing prevents you, from sending your latents to the State and of course you should send them, but a larger proportion of crimes are committed by locals, so with your local AFIS, get your hits NOW, get MORE card hits, get MORE latent to latent hits, link crime scenes. When you arrest a suspect, search his ten-print card and get results immediately (potential duplicates with different names are detected, and any corresponding latents). Having your own AFIS and learning much more about the latent process, will help your crime scene people do a better job on their latent collection. For APIS, few central databases offer palm capability, and even fewer offer satisfactory accuracy, so get your own palm database, create it quickly PrintQuest is fully automated for palm card entry, i.e. no manual checking of patterns, minutiae, etc. Start collecting Palm cards and Palm latents, and you WILL solve 25-35% MORE cases. Risks with large central AFIS databases: Does the operator of the State AFIS work for you? Does he have time to allocate to your case, like your people will when necessary? Do you know how many cards are in the Central AFIS, and what is the current actual % of chance your latent hit will be in the first 10-20 candidates and reviewed? Does the Central Afis software use high accuracy matching using true Skeleton information for the searches? Why does a submission of 12 latents to the state come back with 3 hits only , while PrintQuest hits on all 9? For many possible reasons, operator mistake, poor AFIS algorithm, good algorithm but oversized database for its capability.
